L'Empire russe était, au début de ce siècle, une mosaïque de peuples et de nations, traversée de tensions internes et en proie à l'autoritarisme croissant d'un État centralisé. Après son effondrement, la Révolution devait effacer toutes ces différences pour donner naissance, dans un monde neuf, à une communauté humaine nouvelle forte de ses solidarités de classe. Soixante-dix ans après Octobre, Gorbatchev constate que ce rêve initial a lui aussi été un échec et il voit partout la montée de nationalismes véhéments. En 1917, dans la situation bouleversée d'un espace immense en proie aux urgences de l'heure, les bolcheviks se trouvaient en outre démunis d'une doctrine véritable. Les variantes du marxisme n'envisageait la question nationale que pour mieux la réduire. Problème énorme, tâche complexe : construire la révolution et obtenir le consensus des nations. Une réponse théorique et transitoire : la mise en place progressive d'une État fédéral, où l'égalitarisme affiché voile mal la contrainte et la domination, au prix même des concessions. Voici l'histoire d'un projet novateur, dont les échecs et les ambiguïtés expliquent aujourd'hui le discours sceptique de Gorbatchev.
